K-3 Crested Harpy.

William Patrick Sullivan Star #380

Appointed to the San Francisco Police Department on April 14, 1913.
Volunteered to serve in the U.S. Navy during WWI where he served as a Naval Pilot.
Designed and built his own aircraft. His obituary is quite interesting.
