Capt. Becker's Sergeant badge, (left) was made by Sacramento jeweler J.N. Phillips circa 1887. The "pie plate" style badge is made of sterling silver with an applied 14k gold #4 and is hand engraved. Below is Capt. Fisher's Captain B. I. (Bureau of Identification) Police Badge. Sterling silver and hand engraved with hard fired blue enamel.

This Sacramento Police Commissioner badge was worn by Charles A. Bliss circa 1913 and is similar to the Corporal badge in the photo to the left.
This commonly seen reproduction known as a Hurley badge was first made in Taiwan in the 1970's. The company reproducing the badge was supplied a photograph of the real badge and never saw the original. A retired police inspector sent the photo and ordered copies. The company hired to reproduce the badge could not tell if the badge had raised design or hand engraving. They guessed wrong and made the badge with raised design. The retired inspector who I met at a gun show said he got quite a laugh when the badges arrived from Taiwan. The badge has since been reproduced by others in sterling silver and pewter.









Capt. Max Fisher, Bureau of Identification. Capt. Fisher was considered a high authority on identification matters and was rated in "Police World" as one of the four great men in America versed in the science of visual identification. California's present CII (criminal identification and information) owes its existence mainly to the efforts put forth by Capt. Fisher at sessions of the State Legislature.
